Vietnam Updates Social Housing Loan Policies to Improve Access
On October 10, the Vietnamese government introduced a new decree aimed at updating and enhancing policies related to social housing development. This move is part of an ongoing effort to address the growing demand for affordable housing among low-income groups and ensure greater financial accessibility for citizens.
Under the revised policy, the preferential interest rate for loans provided by the Vietnam Bank for Social Policies (VBSP) has been adjusted to 5.4 per cent annually. This rate applies to various housing-related purposes, including the purchase or lease-purchase of social housing, housing designated for members of the armed forces, and the construction, renovation, or repair of homes for VBSP customers.
The updated policy is expected to significantly improve access to social housing by making it more financially viable for eligible individuals and families. It also introduces a provision that allows existing loan agreements signed before October 10 to be revised, enabling the application of the new 5.4 per cent interest rate retroactively to both outstanding principal and any overdue amounts.
This adjustment reflects a compassionate and equitable approach, encouraging broader participation in social housing initiatives. By reducing the financial burden on borrowers, the government aims to support vulnerable communities and promote long-term social stability.
Comprehensive Support Ecosystem
The new credit policy is complemented by land and funding mechanisms, forming a comprehensive support ecosystem. This initiative helps ease supply-side constraints while improving homebuyers’ access to capital. The goal is to ensure that housing remains accessible and affordable across different stages of the housing cycle.

Public Awareness and Training Initiatives
To ensure widespread awareness and understanding of the social housing loan program, VBSP has launched public awareness campaigns. These efforts aim to inform citizens about the available support and how to access it when needed.
In addition, training sessions have been conducted for local commune-level staff, mass organizations acting as entrusting agents, and local savings and credit groups. These trainings focus on loan procedures and documentation, ensuring that the process is fair, transparent, and compliant with regulations.

Current Status of the Social Housing Program
As of now, the total outstanding loan balance under VBSP’s social housing programs has surpassed approximately $781 million, with 50,328 active borrowers. The program covers a wide range of housing-related purposes, including:
- Purchase or lease-purchase of social housing
- Purchase or lease-purchase of housing designated for members of the armed forces
- Construction, renovation, or repair of existing homes
This initiative underscores the government’s commitment to inclusive housing policies, aiming to improve living conditions and financial accessibility for millions of Vietnamese citizens.
Target Beneficiaries
The preferential credit for social housing loans is designed to support a broad spectrum of beneficiaries, including:
- Individuals recognized for their contributions to the revolution and relatives of war martyrs eligible for housing improvement support under the Ordinance on Incentives for People with Meritorious Service
- Low-income earners in urban areas
- Workers and laborers employed at enterprises and cooperatives both inside and outside industrial zones
- Commissioned officers, professional soldiers, and non-commissioned officers in the People’s Armed Forces
- Active-duty defense workers and officials, cipher staff, and others working in cryptographic organizations receiving salaries from the state budget
- Government officials, public servants, and civil employees
- Poor and near-poor households in rural and urban areas, especially in regions frequently affected by natural disasters and climate change
