Enugu Bans Tricycles, Buses from Key Roads

The Enugu State Government is implementing significant changes to its public transportation system, with the Bus Rapid Transit (BRT) system poised to launch soon. These changes will impact the operation of tricycles (Keke), yellow buses, and minibuses within the city.

BRT Rollout: Restrictions and Dedicated Routes

The government has announced restrictions on the operation of tricycles, yellow buses, and minibuses on five major highways in Enugu. This measure is designed to facilitate the smooth implementation of the BRT system.

Dr. Obi Ozor, the Commissioner for Transport, revealed these plans during a meeting with transport unions and stakeholders. The affected routes include:

  • Okpara Avenue–Abakaliki Road–New Haven Junction–Naira Triangle–Emene Airport
  • Ogui Road–Chime Avenue–Naira Triangle
  • New Haven Junction–Bisala Road–Rangers Avenue–WAEC–Nkpokiti–Zik’s Avenue
  • Ogui Road–Presidential Road–WAEC–Nkpokiti
  • The entire Agbani Road stretch

These routes will be designated exclusively for BRT buses.

A Modern Transportation Vision

Commissioner Ozor emphasized that these changes align with Governor Peter Mbah’s vision to transform Enugu into a modern, multimodal, and globally competitive city. He explained that tricycles are not suitable for high-speed highways, as their presence can disrupt traffic and endanger lives.

The goal is to create a tiered system where BRT buses operate on primary routes, yellow buses serve secondary routes, and tricycles provide last-mile connectivity. According to Ozor, this reorganization will benefit everyone involved.

New Buses and Infrastructure

The government has invested in 200 CNG-powered BRT buses and plans to assemble 4,000 electric taxis locally at ANAMMCO in Enugu. The first 1,000 taxis are expected to be ready within three months.

In addition, 84 new bus shelters have been constructed across the city. These shelters will form the foundation of a modern transit network focused on safety, comfort, and affordability.

Addressing Commuter Needs

With an estimated two million daily commuters, Enugu requires a substantial bus fleet to meet its mobility demands. The new BRT buses are equipped with padded seats, air-conditioning, WiFi, and safety features. Standing is not permitted on these buses, and each vehicle is tracked and monitored from a central command center. The BRT fare will include a 47 percent discount to reduce transportation costs for citizens.

Opportunities for Transport Unions

Transport unions interested in participating in the BRT system or terminal operations are invited to submit proposals, including financial models, for government evaluation. The Ije Card, the state’s electronic fare payment system, will be decentralized to reach five million residents within 90 days, making commuting faster and more convenient.

The government acknowledges delays in allocating loading bays at the new transport terminals but assures that proposals are under review and will be finalized soon. Transport unions are encouraged to explore financial facilities to acquire their own buses or participate in BRT operations.

“There are enormous investment opportunities as Enugu expands its connectivity to other cities,” Ozor stated.

Union Support and Concerns

Stakeholders from various transport unions have expressed their support for the state’s transport transformation agenda, recognizing the long-term benefits for commuters, operators, and the state’s economy.

Comrade Chidiebere Aniagu, Chairman of the Road Transport Employers Association of Nigeria (RTEAN) in Enugu State, affirmed that the union supports the reforms and shares the government’s vision for a safer and more efficient transportation system. He requested that the government address the concerns of their members.

Engr. Augustine Agu, from the National Union of Road Transport Workers (NURTW), praised the governor’s achievements, noting the rapid progress made under his leadership. He urged the government to consider their interest in operating the BRT buses and transport terminals, emphasizing their capabilities.

Comrade Kingsley Edeh, representing the Amalgamated Tricycle Riders Association in Enugu State, highlighted the presence of 18,000 Keke riders in the state and requested that taxis be made available as alternatives for riders who wish to transition. He welcomed the government’s assurance that no one will be displaced but rather integrated into a more efficient system.

Joint Review Committee

To finalize operational modalities before the full BRT rollout, the Commissioner has established a joint review committee comprising ministry officials and transport union representatives. The launch date for the BRT buses on the dedicated routes will be announced soon.
