Doha, Qatar – December 8, 2025 – Sudan’s Minister of Justice, Dr. Abdullah Dirif, has characterized the ongoing crisis in Sudan as “a full-fledged external aggression” rather than a mere internal conflict. Speaking at the Doha Forum, held on December 6-7 under the theme “Upholding Justice: From Promises to Tangible Reality,” Dr. Dirif highlighted what he described as horrific crimes committed against Sudanese civilians. He specifically pointed to the Rapid Support Forces (RSF) militia and its alleged supporters, “foremost among them the United Arab Emirates (UAE).”

The Minister’s remarks underscore the Sudanese government’s perspective on the complex and multifaceted nature of the conflict, which has gripped the nation for an extended period.

International Condemnation of RSF Actions

Dr. Dirif drew attention to the RSF’s recent declaration of a so-called authority in Nyala, a move that has been widely condemned and rejected by the international community. He emphasized that the United Nations has explicitly denounced this action, reaffirming its recognition of Sudan’s legitimate government.

This support, he stated, is crucial until the “terrorist militia” is completely dismantled and neutralized.

The Minister also commended the civilian government, led by Prime Minister Dr. Kamil Idris, for its continued efforts to fulfill its responsibilities in protecting civilians and providing essential humanitarian services to those in need.

Sudan’s Commitment to Peace Initiatives

The Sudanese government, according to Dr. Dirif, has consistently demonstrated its openness to engaging with all viable peace initiatives aimed at resolving the ongoing conflict. He cited the IGAD initiative as an example, while noting that it ultimately faltered due to internal disagreements among its organizers.

He also referenced the Jeddah Platform, where a Declaration of Principles was announced in May 2023. However, Dr. Dirif pointed out that the RSF allegedly violated the ceasefire agreement on its very first day, demonstrating a disregard for both the international community and the fundamental principles of international humanitarian law.

Core Concerns and Conditions for Meaningful Dialogue

Dr. Dirif emphasized that the Sudanese government is actively engaged in bilateral dialogues with various countries, including:

  • Saudi Arabia
  • Egypt
  • Qatar

He stressed that any credible and effective initiative must address the core concerns and priorities of the Sudanese people. Paramount among these concerns is the complete disarmament of the RSF militia.

Dr. Dirif outlined specific military arrangements that he believes are essential for restoring stability and paving the way for a lasting peace. These arrangements include:

  2. The regrouping of the militia in designated camps.
    • These camps must be agreed upon in advance with mediators to ensure transparency and accountability.
  3. The restoration of Sudanese police and civilian institutions.

Dr. Dirif asserted that only after these fundamental steps have been taken can further measures be considered as part of a comprehensive peace process.

A Call for Serious and Effective Initiatives

In conclusion, Dr. Dirif issued a clear message regarding the conditions for successful peace negotiations. He stated that any initiatives that fail to meet the outlined requirements and align with the government’s roadmap will be deemed neither serious nor effective. Such initiatives, he warned, would ultimately yield no meaningful or sustainable results.
